As Oleg points out, there is a user setting called "Receive your own
posts to the list?" on the user options page and "not metoo" on the
Membership Management...->Membership List pages.

If that is not the answer, perhaps the user is using a gmail.com
address. Gmail has a <sarcasm> wonderful </sarcasm> feature that
ignores the received post because it is a duplicate of an already
saved message (the sent post).
