Yes, it could be done now, but it requires changes to the mailman code that generates the page. But, I think that in the long run, converting all HTML output of mailman to a template based system with the ability to fully customize the interface is the direction it should go. As for the CSS link header, IE does respect such links, why should it not? A whole lot of web sites would not display properly on it if it didn't.
