It is known that cPanel Mailman's addition of msg_footer to HTML parts is broken. See <http://forums.cpanel.net/showthread.php?t=61603>. You will need to register at the cPanel forums site to see that post, but since you are having problems with cPanel Mailman, you may want to do that anyway so you can report your problems to the people who broke the code.
