Unfortunately, we can't control what cPanel does with our code. They have taken our code, made significant modifications to it, and then have not shared their changes with us. So, if you want to get any support on cPanel products, you need to use their resources.
Searching the FAQ Wiki for "rate limit", you should have found FAQ 4.51 AT <http://wiki.list.org/x/j4A9>.
As Mark said, if your provider is not giving you the features you want/need, then I suggest you find another provider. There are at least two or three that actively participate in this list, and work to help people here even if those people aren't current customers.
