Hello Randy, Are you successfully retrieving new email and only having issues sending email?
I used MailMate without any issues with our corporate email that is hosted by Microsoft. We use our own domain name for our email addresses, so I'm not entirely sure things get configured the same way for @outlook.com hosted email.
