As the author of the Format=Flowed RFCs, I agree. Unfortunately, going back to when they first embraced Internet technology, Microsoft engineers have a nasty habit of apparently looking only at the examples of an RFC and implementing what they think the example means, leaving everyone else to implement Microsoft's brokenness less they be blamed for incompatibility with Microsoft.
