I'm seeing the opposite of yesterday at least, just long delays in receiving 
emails from there.
Two example sending servers:
NAM02-SN1-obe.outbound.protection.outlook.com
NAM03-DM3-obe.outbound.protection.outlook.com

Anywhere from 30 minutes to 3 hours, but they are getting here.
