Is there anybody from Yahoo (or Oath) who can contact me off-list?

We recently bought a new IP range (116.202.0.0/15) and now that we've
started allocating IPs from it, I'm getting reports from customers that
Yahoo is permanently deferring all emails from those IPs.

For example:
553 5.7.2 [TSS09] All messages from 116.203.0.x will be permanently
deferred; Retrying will NOT succeed. See

I've also seen [TSS11].

I'm assuming some part, or even all, of that range has been placed on an
internal blacklist due to the previous owner.
