No, it's truly (at least for us) because some other ISPs literally do
complain if we try to send too many messages per session.....lots of people
do things so many different ways. I can't find the ticket at the moment,
but I even had one of those just a week ago, where the bounce message from
some smallish ISP pretty much directly said this...
