I'm somewhat unsure about this one.
Although nowadays the WWW *is* the internet for many people, running a
mail server and running a web presence are two different things, and it
should be absolutely possible to have a domain that only does mail
services without any fancy newfangled web stuff.
However, I also admit that I tend to look at the web sites of suspicious
mail sender domains, and what I see often supports my suspicions...
