Can you now reproduce this with your own installation of Exim and with addresses that do not need to be redacted? It's not going to be practical to identify and fix a bug if no-one knows the version of Exim or the actual data being used. For example, are all of the recipients in the same domain? Are the RCPT commands in any specific [sorted] order? I don't expect there to be a bug in Exim here.
