There are guidelines and even a RFC which describe various ways how to properly shut down a DNSBL. The RFC specifically mentions that the only thing which you must not do at any point in time is to respond to every request with a positive listing. The operators of a DNSBL are not responsible to trigger any kind of action of their former clients, especially not by being as disruptive as possible and causing harm to innocent bystanders. They can simply shut down their list after informing everyone about it and be done with it.
