Many of our customers see it as a security risk to allow users to collect mail from outside the office (needing to set up port forwarding etc). These are small businesses so they may not have dedicated IT people in-house. So, they see it as easier to forward mail to a free gmail or outlook.com account rather than take the risk of opening up the firewall a bit.
I generally try to persuade them to allow remote collection (and suggest ways to make it more secure), but often they'll carry on trying to use forwarding and complain that it's not reliable etc.
