I don't have this problem with CPANPLUS on my end.

You might want to investigate what all this is.

Right in here is where some sort of installation information should be.

Other information that would be useful:
Show me your @INC.
Show me a perl -V.
What does perldoc -l ExtUtils::MM_VMS say?
