OK, though I don't have direct access to the /etc folder on the server.

It's always been installed on the same server.  The test installation 
was on the web space server.  I never installed it on my local machine.

I have access to my web space in the server, but I don't have access to 
things like the PHP installation on the server.  I have owner rights to 
everything within my web space account on the server, including all of 
the Mantis installation.
