For the login "helpdesk" itself you can go into the account profile and select 
the type of email that you want to receive.  Newly reported issues and Closed 
issues are both available there.  This has been around a while and should 
depend on the version (or at least I don't think so).   In case you are using 
an ealy version of Mantis.
 
Of course this does not help you on a per project basis.

I'm looking for an option to configure notify settings per project per user. We 
have a common "helpdek" account which needs to be informed on two projects; but 
only when new bugs are added or when a bug is closed. I tried via 
"manage_config_email_page" but there is no option for new added bugs..? 
Probably it seems possiblie to add someting in "config.inc" but I don't know 
the exact syntax how to add per project, per group settings to configure notify 
settings. We're using Mantis v.1.0.1 - upgrade is not an option because of lots 
of customization.
