I get it works changing the slash with backslash: <ConnectionString>File=c:/georest/data/Sheboygan/Parcels.sdf;ReadOnly=TRUE;</ConnectionString>
Anocher problem was ReadOnly=FALSE. It must be ReadOnly=TRUE with the privileges READ ONLY suggested in the installation guide. Now It works ok.
