Davids Woodwards study is important, but in structure and establishment too small, and based on a small selection of the material available. You therefore better use Briquets "Dictionnaire historique des marques du papier des leur apparition vers 1282 jusqu'en 1600"(Genève, 1907). This book counts as the basic reference for European watermarks before 1600, reproducing 16,000 watermarks out of a collection of 40,000 tracings made in European archives.
