Dear Mr Bard

The maps that you are referring to are in BL Royal MS 18.D.III. This
consists of a set of proofs of Saxton's county maps annotated (often in
Burghley's hand) with the names of prominent local families by the towns
etc. where they lived.  The volume also contains more detailed
manuscript plans of places which were of particular interest to him.
These include the manuscript map of Lancashire referred to by Alexander
Schulenberg which appears to highlight the homes of potential traitors,
primarily Catholic but also Puritan.  By modern standards the maps are
small scale and do not in any way resemble Fire Insurance plans.  The
individual maps are discussed in detail in RA Skelton and J. Summerson,
A Description of Maps and Architectural Drawings in the collection made
by William Cecil, first baron Burghley, now at Hatfield House (1971). I
discuss Lord Burghley's maps and his cartographic initiatives in the
chapter on English mapping 1570-1640 in volume 3 of the Chicago History
of Cartography which also contains plentiful references to further
reading.
