Quite true,  Managing text labels in MI is very clumsy.
What I do is to create a separate layer for the text things. Depending on
the final  scale the map is to be printed , I adjust the text size. This
means if I two standard scales ie 20K and 50K I keep two layers with
appropriate lable sizes. These are combined with the original base layer as
two separate workspaces. so selecting the appropriate workspace ensures that
I dont end up with  Huge labels on top of tiny dots!.
To select the most appropriate size for each scale what i do is to create a
layout window and then view the map in 'actual size' from the layout
pulldown menu. In spite of this I do waste a lot of stationery trying to get
some appropriate  looking labeling.
Has anyone got a quicker and better solution - perhaps something in MB ?
