Hi, The UN has a free raster to vector package called mapscan. It works very well on all sorts of input maps. A very handy feature is that it allows you to georeference the resulting vectors and save them in .mif format.
It can be found here : http://www.un.org/Depts/unsd/softproj/software/mapscan.htm After some experiments I found that the best way to obtain polygons is to use a B&W image (preprocessed in f.i. Photoshop) which only contains the linework as input. After vectorising use MapInfo 6.5 for cleanup and re-building of the polygons (objects > enclose command).
