The personal geodatabase format is basically an MS Access database,
where some of the tables (the attributes) are quite easily recognizable
and could be opened in MapInfo for reading. The rest (coordinates of
shapes) are stored in so-called "BLOB" fields, which is an unknown
format AFAIK. It could be similar to the SHP file, but I haven't heart
of anyone having reverse-engineered the format.

Your best bet is to convert to SHP file in ArcGIS and then view the SHP
file in MapInfo.
