You can download a delphi source code from my web site under the Download page. Showing how to use the command line utility of UT for converting Tab to Shape. Prehaps this can give you an idear on how to fix your problem with microstation files. You could 'easely', I think..., develop a converting loop doing all 24000 files in one run.
