I would use a raster GIS, such as Grass :
1- with a text editor delete first line
    and first column (two commands with gvim)
2- import data in Grass , giving the boundaries
    of the projection => you now have a georeferenced
    raster image
3- convert it to sites (points) and export the
    points in ascii (x, y, z) tupples, understandable
    by MapInfo (you can also export it to an e00 file,
    which can be imported by MapInfo)
