had a similar question a month ago...

1) drawing a new polygon using an existing one use shift/control button
(look at
   the help "redrawing polylines and polygones" or "Nachzeichnen von
Polylinien und
   Polygonen")

2) to change an existing polgon to fit at a shared edge look at these

"One way I do it is sketch a rough polygon overlapping the two existing
ones.
Select the one you want to change along with the new sketch and
Objects>Combine.
Then with your new big poly selected choose Objects>Set target, select
your original
polygon to match to and Objects>Erase. That will trim your new expanded
polygon to the
edge of the existing one. Another way to do the same thing is to select
a range of
nodes in poly1, drag them into poly2 so they overlap, then do the
Objects>Erase thing from there.

my problem resembles the one posted by Scott Daugherty on 04/01/2004
(converting lines to polygons). i'm trying to digitize complicated
historical borders by tracing them on scanned maps which i've imported
to MapInfo. most of the time i'm just using the polygon-tool. however,
i'd like to reuse parts of some complicated polygons which leaves me
with polylines. so how can i combine these polylines with others to form
a new polygon/region, i.e. how can i add several polylines together to
form one closed polygon?
