If PostGIS/GEOS even supports single sided buffers (http://trac.osgeo.org/geos/ticket/215 ) you might be able to do this dynamically by drawing a line twice, once as a single-side buffered polygon and again as a normal line on top, essentially 'casing' the line only on one side.
