Thank you for confirmation.

In case someone would have same collision trouble, I notices that rendering
shields before cities' names give a far better result than the opposite.

I think the "rule" to make out around that is : render at first object with
the highest "min_distance" value.
they will have more space to place themselves and then object with a smaller
min distance will "fill the gaps".
