Done. Now I remember that I had already seen this some time ago. I copied the text over to 2011 and amended it by the bitmap filter option. I can't code myself so I am not sure whether this amendment makes the thing too big for a GSoC project, or if this is a functionality you could easily add once you had gotten the intermediate layers to work and interact with each other. Gaussian blur for instance would allow for much nicer halos, offset for drop shadows.
