Somehow understandable. However, the only things whicch are new in WMS 1.3.0 is that it is using CRS instead of SRS, and that the BBOX is aware of official axis order of the CRS that is used. The latter is making much trouble for everybody. I would recommend to continue to support also WMS 1.1.1 also in the future if you want to minimise the inconvinience for your users. As a one running one of the national Inspire view services, I don't want it , but I need it. -Jukka Rahkonen-
