Others can probably chime in on this. From my perspective, it seemed
questionable in terms of consistency of the api to expect that if someone is
making calls and expecting xml responses to then switch over to handling json
if there is an error response. In any case, not a blocker for having this go in
and can be addressed later if the eventual consensus is to change current
behavior.
