Tom, There is a Windows app(http://tnatlas.geog.utk.edu/downloadfree.htm) that can create shapefile from the Tiger data. You can also use ogr2ogr(http://www.gdal.org/ogr/ogr2ogr.html) to convert Tiger data to shapefile or many other formats. Hope this helps you out.
