TIGER only carries governmental unit boundaries and a few land
ownership/management areas such as National Parks or military reservations.
The subMCD in TIGER only applies to subbarrios in Puerto Rico (subdivisions
of the MCD there, called barrios).
The USGS DLGs have a PLSS layer. The 1:100000 data are more complete, the
1:24000 of course more accurate but spotty in coverage; neither is accurate
enough for survey work. Various states have point layers for corner points,
line layers, or area layers for the land net. Commercial companies sell
their own compilations of PLSS data for mineral exploration/extraction
industries. BLM/DOI is releasing their official geographic coordinate data
base (starting in some Western states) that will carry the information a
surveyor would need.

See if there is a GIS clearing house in your state. Start there. They may
have them, but I am not aware of any US-Census-like agency that has them. If
you find differently let us know. My state (WA) has township range keep by
the Dept of Natural Resources.

Could someone point me in the right direction for acquiring Township/Range
maps. While Tiger will have some of the township info (if it's a true MCD)
the sub-MCD information is mostly blank and doesn't seem to represent survey
range info. Thanks.
