TIGER mcd's are political townships, not survey townshops (and sub-mcds
are only used in some states, the 13 northeastern states, I think). For
surveyor townships your most accurate source would be be from your state,
if available. If your state has an FGDC Clearinghouse check there, or go
to http://130.11.52.178/gateways.html for FGDC Clearinghouse gateway.

USGS also has a PLSS (Public Lands Survey System) layer in DLG, I think.
I don't remember the level of detail, I think it is from 1:100,000 quads
and I know it has townships but not quarter sections. I don't remember
about sections.
