"Personas" are a very common tool in HCI/interaction design (the root 
discipline from where web design and desktop design derives).

For those interested in knowing more about "personas" and why it is a 
standard and recorgnised tool for gathering user requirements I would 
recommend the BBC 2002 Redesign document [1].

It includes a section on "Personas" that pretty much tells you all you 
need to know about them (among other key points in web design).

There is also an article [2] which talks about Personas in the BBC 
context and gives more insight into them.
