Not all foundation policies are driven by Legal or Infra. Some, for example, are driven by VP Brand. The real question is what's the only website/blog that can speak on behalf of the entire PMC. I believe this to be a branding/PR issue and I would expect the requirement for it to include a domain name in the .apache.org domain.
