In reality this call for nationalization is not to be taken seriously, Malema
firstly does not have a mass base of popular support big enough to pressure the
ANC to reverse its policy towards the mines. Secondly Malema comes out of the
Nationalist faction within the ANC which effectively masks its real agenda of
using the state as a vehicle for self-enrichment with populist rhetoric and
demagoguery. In effect the nationalization of the mines under Malema would mean
the bail out of Black ANCYL linked entrepreneurs who have gone broke due to the
recession and essentially a form of state capitalism to come into place, where
a black ANC linked elite would replace the multinationals who currently own the
mines. The ANC itself is as much in thrall of what can be termed 'The Mineral
Industrial Complex' as the previous Apartheid regime and the party is still in
my opinion committed to a neo-liberal technocratic agenda, while co-opting much
of the Left in South Africa, including the South African Communist Party by
offering the leaders cabinet positions (interestingly enough they have been
some of the most effective neo-liberals once in power) and offering promises to
the trade union COSATU, which has been increasingly critical of the ANC as of
late. The ANC itself is funded by these big mining corporations, new black
economic elites with links to the party who have been enriched through state
contracts and Employment Equity policies, who are both firmly committed to
capitalism in South Africa. The nationalization of the mines, is merely a
talking point, used by Malema in an attempt to stir up popular support which he
does not have and if implemented along the stated lines, it would be a
disaster.
In conclusion the call for Nationalization of the mines does not in effect
represent a true popular struggle for the people's ownership of the rich
resources of South Africa, it instead emanates from the desire of a
kleptocratic Nationalist elite to use the state as a vehicle for
self-enrichment. The left within the ANC is still sidelined and in my own view
the ANC cannot be retaken from the clutches of technocratic neo-liberalism and
kleptocratic populism, true progressive forces are to be found in the various
social movements active across South Africa fighting for control of their
communities and accountability in governmental structures.
