I don't quite understand where this is supposed to go, or why you
would want to go there, which is farther than the reasons for which
I follow along on this list, but OK, why not start with existing
definitions codified in the law, as to various aspects of minority
and age of consent, or the codes of conduct in the society we cope
with here in the west, or what it is, in this culture particularly,
to be capable of forming a consensual sexual relationship, or to
have sex with an adult imposed on an unwilling or inexperienced or
in some form "innocent" child, and see where that leads? I may not
say any more about it, however.
But for now, in the context in which this arose, I'll go with the
special obligations imposed when the perpetrator is in a position of
power, or trust, over the minor, as for example a guardian,
custodian, teacher, minister, or doctor. And of course, parent - or
any adult, whether or not in a position of trust. I don't want to
get into a man-boy advocacy discussion, however. No returns for me,
especially on this list.
And no, I don't include masturbation or peer exploration, obviously.

What is *your* definition of "insufficient age?" Ability to
masturbate? Puberty? Menarch? Driving-license eligibility? Voting
age? Drinking age? Medicare eligibility? or what???
And what, pray tell, is "the" sexual act? (I assume you don't mean
masturbation!)
