Toussaint does not seem to have any understanding of the relationship of forces. Cuba is now negotiating with the USA about compensating the vultures whose property was confiscated in 1960. If Cuba can be blackmailed in this fashion, isn't it a function of the power of capital rather than the mettle of its leadership?
