Obviously Russia and Turkey have been trying to find a reactionary "solution" for Idlib. Whether they have reached agreement on all the details I am not sure. Idlib is a difficult issue for Turkey. Amongst the armed groups based in Idlib there are some which Turkey has used to attack Rojava and the Democratic Federation of Northern Syria. Turkey wants to continue using such groups. But how would they react if Erdogan simply agreed to an all-out invasion of Idlib by Assad's army, Iranians etc with Russian air support? Hence the situation is difficult for Erdogan. But he did not wait for full agreement on Idlib before invading Afrin. Russia, which controls the air space over Afrin, gave the go ahead for the invasion. Invading Afrin was a much higher priority for Erdogan than the alleged plan for "liquidation of HTS". However, I don't rule out that Russia and Turkey may combine to liquidate HTS, as part of an agreement over Idlb.
