This would be through phone taps, surveillance, informers, third party contacts etc. What he does not have is any knowledge or understanding of the brave spontaneous heart of the French working class. That heart is precisely what he is afraid of. But he is not the only one becoming frightened. "Business as usual" has been disrupted.
