Decentralization is  a propaganda line excreted by freedom-for-greed 
think-tanks. Local unregulated,  business provides freedom for international 
crooks, who can beat the best lawyer in podunk.

In some ways, local control is best as Mises says, but local only 
control/planning  has ZERO capacity to plan for the  group. That makes Mises 
wrong enough to be evil.
