Unfortunately for Charlie , dumping means something different:

Dumping refers to the practice of exporting goods to a foreign country at lower 
prices than the price of the same goods in the exporting country’s domestic 
market. 

Which is NOT the case for export of EVs by China.

Unfortunately, you can blame China for everything you want, for having 
abandoned the path of  cultural Revolution, for not destroying Konfucius 
temples anymore, etc., 
but you cannot modify the meaning of words at will…

The practice you describe is actually what every mercantilist country does, 
definitely NOT dumping.
