Harmony is a language.  Most jazz improvisation occurs over fixed chord 
sequences, or “progressions,” which follow certain patterns (ii-V is common ) 
and like spoken language can be written down (A MAJ—D7—F# dim, etc) as well as 
apprehended by ear.  Musicians do react in the moment to what they hear, but so 
do speakers of English or Chinese.  Before meeting to jam, jazz musicians often 
study a “chart,” the written chord progressions of a tune, to prepare.
