In "Looking Over the Abyss " I argued that "nation building " approaches like social democracy combined with international cooperation can be stable politically and maintain peace, while, if not yet doing away with capitalism, severely reducing its influence in society and the world. But of course what is happening today is maybe nation building in China, though even there that phase seems well over, while in the US, Russia, the EU and Japan it is hardly the case - the initial Biden infrastructure policies and the Trump little America approach are hardly the New Deal or the postwar British welfare state and reluctant dismantling of Empire. So, for the moment, we do seem to be heading to war.
As to the past, I unfortunately, since I live in Italy where Mussolini's political heir heads the government, but in accord with Gramsci, must admit that without the war, Mussolini's regime might have lasted until that of Franco or the dictatorship in Portugal. But Hitler's entire project depended on four major goals: 1. Restore slavery as a mode of production (see my just published translation of Losurdo's "Western Marxism " on this), 2. Redistribution of colonies, that is break up of the British and French Empires (Japanneeded thistoo), 3. Destruction of the Soviet Union, and 4. All of that as a preliminary to have the land, labor and resources of the European continent consolidated to confront the United States on relatively equal footing BEFORE it was too late, that is before the US with mass production so outstripped Europe that the latter would become a vassal of the US economy abd polity. So no, Hitler's regime was always a gamble, a race against time, hence his launching of the war and Declaration of war on the US, all before it was too late. But it already was as FDR's "a ship a day, 50 planes a week" made clear.
