The paper offers reasons for why Epic is such a poor system. It also provides 
an example of what Capital Vol. 1 calls "real subsumption" in which the entire 
process is optimized for capital investment. Obamacare, i.e. the US Affordable 
Care Act, affected change in the US health care industry by public capital 
transfers to the largest insurers, hospitals, doctors' groups, and overpaid 
specialists. Like Obamacare, Epic incentivized the necessary adoption of 
digital health-care records by building-in over-billing to the system. This is 
not something that has happened in France and other countries without a 
laissez-fair medical market.
