Today the Cartel de los Soles, an imaginary drug cartel, was designated a Foreign Terrorist Organization by Rubio. The Venezuelan government leadership also happens to lead that "cartel". Some commentators are noting this new designation allows for military attacks without the authorization of the US Congress. But it does not seem like Trump will order Chevron to pull out of Venezuela under the reasoning that by operating there it would be "aiding an FTO". It remains to be seen how that criteria of "aiding an FTO" will be implemented in this case and against whom.
