It might be a fantasy solution within capitalism, although not necessarily so. But if you want to get rid of internal combustion passenger vehicles, you can do it with nuclear power generating electricity that goes into charging stations for the vehicles. And it might pay to lay down electrified rails along (under?) roadways from which vehicles draw power. And a socialist society can reintroduce mass transit, also powered by nuclear-generated electricity.
