Sure! You can create a NULL serial cable and run with SLIP or PPP from
your Windows9x machine to your Linux box. It shouldn't be hard to
configure this up and will work well.
Here are the pin outs for a DB9-to-DB9 cable. If you need DB25 pinouts,
let me know.

Its also interesting to note that Linux supports PLIP which is PPP over
the parallel port. This would give you roughly 1Mb/s performance
with a EPP port compared to 115Kb/s performance over a serial port.
But.. I beilve Windows9x doesn't support this for Dial-Up networking.
