Matt,

your problem may not be related to IP masq at all.
I'm also seeing periodic outages on my cable modem, usually ranging from
1-10 minutes.  I usually call @home then, but they keep you at least 10
minutes either on hold or verifying personal information so that 
the outage will be over by the time they get down to debugging it.

We'll see.  There's always ADSL that one can switch to if they don't get
their act together.
