Albert,

First, I highly recommend to UPGRADE your kernel to 2.2.12.  There
is a IPCHAINS bug that voids all strong firewall rulesets.

Are you blocking this access via a strong firewall ruleset?  Is
the internal server have firewall rulesets or TCP wrappers 
blocking access?

Are you FTPing from the Linux MASQ server to the internal FTP
server or are you FTPing from the Internet, though the Linux MASQ
